CCA: Delay is seen in multi-shots

Chrome Version: 66.0.3343.0/10387.0.0 dev-channel Cyan,Paine and Gnawty

What steps will reproduce the problem?
(1)Sign in to user -> Launch Camera App
(2)Now enable 'Toggle multi-shot' option -> click on 'Take a picture'  
(3)Now Use Right/left arrow buttons from keyboard to select Toggle filter options -> observe delay is seen to capture pictures.
(Please refer Video) 


1)Worked fine on 65.0.3325.65/10323.30.0 dev-channel Paine
2)Able to reproduce the issue on M-66 latest build 66.0.3344.0/10402.0.0.

I tested it on cyan 10402.0.0 and 10323.30.0.

From clicking the capture button to the showing of first captured picture on screen, there's ~1 sec delay on both versions. This is not a regression. Closing the bug.
