Issue descriptionDevice name:s7 From "Settings > About Chrome" Application version:66.0.3350.0 Operating system:s7 Please look into screenshots, they're from Chrome with revoked storage permission: 1. downloading file from website 2. opening file:/// url for directory 3. opening file:/// url for file It looks more like bug - in case 1 we show nice "Chrome needs storage access", in case 2 empty screen, in case 3 error message, but without further explanation what to do (platform specific) Can we implement behavior 1 for case 2 and 3?

Android has a magic file access whitelist which isn't owned by the network team -https://cs.chromium.org/chromium/src/chrome/browser/net/chrome_network_delegate.cc?sq=package:chromium&l=169. Looks like these were added by nileshagrawal, whom I'm unfamiliar with, but would guess is on the Chrome for Android team.
