CANNOT TURN OFF TABS

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.132 Safari/537.36

Steps to reproduce the problem:
1. 
2.click the chrome icon and a new tab opens rather than new browser window
3. 

What is the expected behavior?
the GOOGLE-intended behavior is expected but continues to be a nuisance after all these years
