Issue descriptionPanelTest.LinkMenu in `chromevox_tests` is flaking very heavily: https://ci.chromium.org/buildbot/tryserver.chromium.chromiumos/linux-chromeos-rel/ This makes it very painful to land CLs through the CQ, e.g. tryjobs for this CL failed 4 times already: https://chromium-review.googlesource.com/c/chromium/src/+/896384
