PanelTest.LinkMenu heavy flakes on linux-chromeos-rel is semi-blocking CQ

Issue description

PanelTest.LinkMenu in `chromevox_tests` is flaking very heavily:

https://ci.chromium.org/buildbot/tryserver.chromium.chromiumos/linux-chromeos-rel/

This makes it very painful to land CLs through the CQ, e.g. tryjobs for this CL failed 4 times already:

This has been running without issue for a month or so (excluding msan).
