Fuel gauge max17055 is used in the systems w/o smart battery.
We read battery parameters from max17055, not directly from the battery.

When we boot on AC with battery disconnected, we can still read battery parameters from max17055 as long as max17055 is powered.
But the read reg values are nonsense.

We should return error in this case to match the behavior on the systems using smart battery.
