lp commands fails, which usually do not happen. It seems like to_print.pdf is too large, but that file hasn't changed, and it's very small.

I can't find any cups related CLs that are suspicious.

It looks following builds are successful?

That's very odd.  Looks like the "Request Entity Too Large" error is in response to cupsd replying to the request with a 413 status code. https://developer.mozilla.org/en-US/docs/Web/HTTP/Status/413

Not really sure why this would happen...

Looks like we can get that error when cups can't allocate a file in /var/spool[1].  Looking at the logs, this looks like what happened[2].
