User is able to exit kiosk mode by hot plugging video connection

Issue description

Chrome Version:66.0.3344.0
Chrome OS Version: 10406.0.0
Chrome OS Platform: Sumo,Buddy
Network info: Google Guest

Steps To Reproduce:
(1)Connect secondary screen to device before powering on primary device.
(2)Enroll device in a OU that auto launches a application in Kiosk mode or you can manually launch a kiosk app.
(3)Once application is launched, hot plug the video connection
(4)In the secondary screen right click on the app icon on the shelf and close the application

Expected Result:
After hot plug, user should not be able to see the shelf, or close the kiosk application

Actual Result:
Shelf is enabled and end user can close the kiosk application

reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?
Reboot the machine
