Cast dialog does not resize correctly under Auto-Resize on Mac when SurfaceSync disabled

Issue description

When using the cast dialog on Mac with SurfaceSync disabled, autoresize requests do not appear to be processed properly.

Steps to repro:
Start chrome with --disable-features=SurfaceSynchronization
Open menu > cast
Hit the toggle arrow to the right of "cast to"
Note that the window doesn't resize correctly.

Surface sync is on again, so this bug should have gone away ... if it sticks, then I'll just be deleting the old path.

ccameron@: By "on again" do you mean we should be able to verify that the problem no longer reproduces on the latest Canary release?

dbbrooks@ or takumif@ do you mind verifying this fix on Mac?  If you look at  Bug #814072  there are videos of the behavior that should be fixed.
