Touchpad gestures: cursor jumps across screen on eve-arcnext

What steps will reproduce the problem?
(1) Place finger on touchpad


What is the expected result?
No cursor movement

What happens instead?
Cursor will jump

This is because the eve touchpad config file is not applied to eve-arcnext, so hover touches are not filtered.

gestures-conf: Re-use configs for arcnext variants

Arcnext variants run on the same hardware and uses the same config.

BUG= chromium:813152 
TEST=Test on eve-arcnext.  50-touchpad-cmt-eve.conf is in /etc/gestures.
