Clank's dialog "Do you want to download $file again?" detects matches on filename, not content

Issue description

This may be WAI but it confused me at first.

Chrome Version: 66.0.3343.0
OS: Android 8.1.0; Pixel 2 XL Build/OPM1.171019.021

What steps will reproduce the problem?
(1) Open the Downloads Android app and make sure you don't have a file in downloads named 'hw2.pdf'
(2) Click on this link http://crypto.stanford.edu/~dabo/cs255/hw_and_proj/hw2.pdf
(3) Chrome downloads the PDF, click back to go back to Chrome
(5) Click on this link http://crypto.stanford.edu/~dabo/courses/cs355_spring14/hw2.pdf

What is the expected result?

Since the two files are different, I expect the second link to download the second file.

What happens instead?

The dialog "Do you want to download hw2.pdf again?" pops up.

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1. Open the Downloads Android app and make sure you don't have a file in downloads named 'hw2.pdf'
2. Click on this link http://crypto.stanford.edu/~dabo/cs255/hw_and_proj/hw2.pd
3. Chrome downloads the PDF, click back to go back to Chrome
4. Click on this link http://crypto.stanford.edu/~dabo/courses/cs355_spring14/hw2.pdf

Chrome versions tested:
66.0.3350.0(Canary)

OS:
Android 6.0.1

Android Devices:
Samsung S7

Considering this issue as Non-Regression as same behavior is see since M60.

Thanks for reporting!

This is WAI.  We could compare URL or first couple bytes, but to be sure the content was the same we'd have to download the file anyway.  Happy to revisit if people feel strongly about this.
