Android overscroll effect does not fade during fling

Issue description

Chrome Version: 66.0.3343.0
OS: Android 8.1.0

What steps will reproduce the problem?
(1) Visit a page that is both horizontally and vertically scrollable.
(2) Scroll down and to the left. Observe that the content scrolls vertically and the horizontal overscroll effect appears.
(3) End the scroll gesture with a fling.

What is the expected result?
During the fling the content will continue to scroll vertically and the overscroll effect will begin to fade when the finger is removed from the screen.

What happens instead?
The overscroll effect is frozen until the fling has run out of momentum.

Note that version 64.0.3282.137 has the correct behaviour.

It looks like this was fixed by b1822bf3805f (https://chromium.googlesource.com/chromium/src/+/b1822bf3805fceac699aa0d468c8a62d841d213f).

I'll mark this bug as fixed, but assign to sahel@, since this looks like something to consider when relanding browser side fling.
