go/som/chromeos not updating

Split off of  issue 812978 , go/som/chromeos dispatcher is not running. Chromeos SoM currently hasn't been updated for 24h.

Turned out to be same cause as  issue 812978 , caused by buildbucket reporting that job is still running, even though it stopped 20+ hours ago.
