Cannot connect to built-in SIM/mobile data network

Issue description
Chrome Version : 64.0.3282.144
OS Version: 10176.68.0
URLs (if applicable) : N/A
Other browsers tested: N/A
Add OK or FAIL after other browsers where you have tested this issue:
Safari: N/A
Firefox: N/A
IE/Edge: N/A
What steps will reproduce the problem?
1. Access the network settings
2. Click on "Mobile Data"
3. Click on blue "Connect" button
4. Blank window entitled "Mobile data service management" pops up
5. Device never connects to mobile data
What is the expected result?
The device would connect to the built-in SIM card after clicking on the blue "Connect" button.
What happens instead of that?
A blank windows come up entitled "Mobile data service management"
Please provide any additional information below. Attach a screenshot if
possible.
I've been sent new SIM cards with Verizon and can verify that the issue is not with the SIM card.

4.Another user experiencing the same issue narrowed down the problem to Chrome OS upgrade version. He said -
"After the upgrade to chromeOS 63.0.3239.140 I couldn't connect over the mobile network (3G/4G)."
"Finally I reverted to chromeOS 62.0.3202.97 and I could again connect over the mobile network."
So I am requesting google team to focus on the diff between the above two version and focus on the Altair modem related files/changes. I am sure the root cause is there to be found and fixed.
