Deprecate SafeBrowsingExtendedReportingOptInAllowed policy

This policy is replaced by the SafeBrowsingExtendedReportingEnabled policy (crbug.com/798808).

Note however that the SBEROptInAllowed *pref* should remain, we should only get rid of the ability to set the pref via enterprise policy. The pref itself is used by Android WebView to allow apps to control behaviour of interstitials.
