Story name assertions should happen regardless of whether a file appears in the expectations.config file

Issue description

I recently went to disable a test in expectations.config, but was unable to do so because the presubmit warned me that the story name was too long. The story already existed: I was just trying to disable it.

This is a bug. The story name assertions should happen in a way that they're run regardless of whether a story has expectations associated with it.
