This does look like a small regression due to https://webrtc.googlesource.com/src/+/7ff6ca584499d078df9a00ee20c9b11e90e64d66 (by alexnarest@).

The metric has recovered mostly since then, sometimes in the two weeks gap when we had no metrics. Closing this without action.
