What steps will reproduce the problem?
Open Camera app from chrome book,
observe that the video feed is good without any glitches

What is the expected result?
Video feed from the camera should be free from glitches or flickering.

What happens instead?
Video feed keeps flickering and it looks very bad.

Notes: 

It seems like a regression. Tried to switch to stable build and this issue is not observed in it. I will bisect it and update it soon.

Reproduced in Winky and Reks. (Possible in other chrome books too)

This is reproducible with and without external camera. Tried with different external camera like Microsoft Life Cam HD-3000, Logitech Webcam C930e, Logitech Brio 4K Stream Edition (046d:086b), Logitech HD Webcam C310
