What steps will reproduce the problem?
1. Launch chrome,navigate to NTP and observe thumbnail
 
Actual: Default thumbnail doesn't appear on NTP when there is a news link present at the bottom
Expected: Default thumbnail should always appear on NTP 

This is regression issue, broken in ‘M 64’ and below is the bisect info :
Good build: 64.0.3257.0  (Revision: 513643).
Bad build: 64.0.3258.0 (Revision: 513994).

You are probably looking for a change made after 513757 (known good), but no later than 513758 (first known bad).

3. Above issue is not seen on Linux (14.04 LTS),Mac touch bar OS X(10.13.4)
