OS: Windows(7,8,8.1,10), Mac(10.12.6, 10.13.1,10.13.4) and Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome, go to www.google.com or any webpage.

Closing as WontFix since there is a precedent of the close button not being in the tab order in any of these dialogs in Chrome. Esc is the keystroke to exit and is easily discoverable. However, if you disagree with this bug closure, please feel free to reopen with further comment.

Thanks so much for submitting, we're always happy to review behavior like this.
