Regression:Bookmarked url doesn't appear after dragging it towards omnibox and down on page.

Chrome Version:66.0.3349.0 (Official Build)Revision 63cd2c2dfef0dbc7a588006b72e0ec358026cf11-refs/heads/master@{#537110} (32/64-bit)
OS:Windows (7,8,8.1,10),  Mac(10.12.6, 10.13.1, 10.13.4), Linux(14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and bookmark 2-3 webpages.
(2)Navigate to chrome://bookmarks/ drag any url towards omnibox and again drag down
(3)Observe the url.

Actual: Bookmarked url doesn't appear after dragging it towards omnibox and down on page.

Expected: Bookmarked url should appear after dragging it towards omnibox and down on page.

This is a regression issue broken in 'M62' and below is the manual bisect info
Good Build: 62.0.3165.0 (Revision:488877)
Bad Build:  62.0.3166.0 (Revision:489161)

Note: Issue is also seen on M-64 Stable(build #64.0.3282.168), M-65 Beta (build #65.0.3325.73) & Dev (build #66.0.3346.8).

You are probably looking for a change made after 488911 (known good), but no later than 488912 (first known bad).
