CrElementsActionMenuTest failing on linux-chromeos-rel

Issue description

"[auto-reposition] enables repositioning if content changes" in
chrome/test/data/webui/cr_elements/cr_action_menu_test.js
is failing consistently since the build.

Let's monitor the flakiness dashboard for a few days, before considering this fixed.

Looking into why the test is flaking again, but it seems like it's flaking for a different reason? bugs originally filed for linux-chromeos-rel but the link in comment #8 shows flakiness on win7/10 only.
