Have Separate Tests to qualify Wifi chips for wake-on-wifi features

Issue description

Though currently  we do have autotests to verify Wake-on-wifi features, they require Servo setup and is a pain for the partners.  This is because the tests cannot use the RTC to wake the system up as shill/powerd already use it as part of the feature.  To overcome this, we want to write tests that simple use iw commands (with shell coming in the way) to simply verify all the kernel features that we might require. The main objective of the tests is to qualify wifi chips with little ambiguity.
