When I click on it (to open it) and use "download page" functionality within second, I get an error.

Some questions: -- Which version of chromium? -- Is it the same URL? -- Are you downloading this via long-press -> download link? or turning on airplane mode -> "download page later" button on the dino page? -- What happens when you try to open the page normally? Does it automatically download something? The list of downloads is very interesting. bugs.chromium.org is marked as "download complete" which means the download successfully completed. The title of the failed downloads are simply "download" which means that the page tried to download something else (a pdf/video/etc) which should fail...

All bugs.chromium.org links seems to be affected, for other I haven't tried -- Are you downloading this via long-press -> download link? -- or turning on airplane mode -> "download page later" button on the dino page? Hamburger icon -> Download icon -- What happens when you try to open the page normally? Nothing, it just opens -- Does it automatically download something? NO

+carlosk who knows more about the hamburger -> download button than I do... To help me get more context: are you clicking on the download button after you think the page has "loaded"? does the duplicate download toast come up ever? I wasn't aware that the download icon runs anything that is not already inside chrome...? It should reach into a TabHelper (inside chrome) that determines if the page has already "loaded". If it is loaded, it saves the page. If it's not, then it waits for load or hands it off to a background downloader if user navigated away before the page finished loading... Thanks for answering my questions!
