Incorrect / non deletable system notifications created by Chrome

Project Member Reported by mar...@mwiacek.com, Feb 15 2018

Issue description

Device name: s7

From "Settings > About Chrome"
Application version: canary 66.0.3348.0
Operating system:7

Steps to reproduce:
(1)in classic interface open new tab and on the list of last pages click with few (let's say 4) and use "Download link"
(2)go into downloads
(3)delete non-fully downloaded offline pages related to pages from point 1

Expected result:
notifications related to deleted entries are deleted

Actual result:
mess, issue is random (let's say reproducible 8/10) and user is left with all types of notifications (pending, downloading, etc.), which cannot be deleted.

I can make video if necessary, but before requesting for it please first check - a lot of fun.

I wasn't maybe clear enough - the idea is that downloads in step 1 are in parallel
