Incorrect / non deletable system notifications created by Chrome |

Issue descriptionDevice name: s7 From "Settings > About Chrome" Application version: canary 66.0.3348.0 Operating system:7 Steps to reproduce: (1)in classic interface open new tab and on the list of last pages click with few (let's say 4) and use "Download link" (2)go into downloads (3)delete non-fully downloaded offline pages related to pages from point 1 Expected result: notifications related to deleted entries are deleted Actual result: mess, issue is random (let's say reproducible 8/10) and user is left with all types of notifications (pending, downloading, etc.), which cannot be deleted. I can make video if necessary, but before requesting for it please first check - a lot of fun.

Tested the issue in Android and couldn't reproduce the issue. Observed the deleted entries are deleted Steps Followed: (1) Go offline (2) open any url (3) download when online (4) go into downloads (5) Closed download (6) Observed the deleted entries are deleted Chrome versions tested: 66.0.3348.3 OS: Android 7.0.0, 6.0.1 Android Devices Samsung S7 and J7 @alexus: Could you please check in latest Canary and update? Thanks!!
