whirlwind: get network_WiFi_TDLSPing working

Issue description

Why does whirlwind not run network_WiFi_TDLS? If its just a config that needs to be turned on in hostap, we should fix this. 
Turn the test back on or find a better way to test TDLS relevant to 2018 context (orig. test was written in 2013 and doesn't run on whirlwind).

If you look at the Whirlwind radios (e.g., in 'iw phy'), you'll see they don't support TDLS. This is a question of driver and/or firmware support.

Or else, you need to introduce another Station device in the wificell, to be a TDLS peer.

If it helps, I can try to track down exactly where...but IIRC the jetstream team wasn't jumping on trying to get Qualcomm to support this.

This cannot be done on Whirlwind. We'll have to revisit this if we ever want to use TDLS again.
