Speech Synthesis API bypasses tabstrip audio indicators and mute controls

Issue description

Chrome Version       : 65.0.3325.51
OS Version: OS X 10.13.3
URLs (if applicable) : https://davidben.scripts.mit.edu/speech-test.html
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: FAIL
    Firefox: OK
    IE/Edge: (didn't test)

What steps will reproduce the problem?
1. Go to https://davidben.scripts.mit.edu/speech-test.html
2. Look at the tab
3. Right-click the tab and mute it
4. Get very annoyed.

What is the expected result?
There is an indicator that the tab is making sound, like we do for all other sound. Also muting it should work.

What happens instead of that?
Speech synthesis bypasses both of these. It ultimately dumps the data into a system service, so everything we do to control and surface sound must be reimplemented to account for this API, if it is left in its current form.

possible.

I came across a frame-busting ad that was abusing this this morning.

(felt, ainslie: palmer suggested I CC you on this since it involves UI bits not working.)

Able to reproduce this issue on reported version 65.0.3325.51 using Mac 10.13.3, Windows 10 and Ubuntu 14.04 using link given in comment#0. 

Observations: 

1.From M-60 to till 66.0.3349.0( latest canary) audio is listened even after muting site.

2. Till 65.0.3325.31 able to see Mute button on tabstrip after clicking Mute Site option. But from 66.0.3325.36 even after clicking Mute Site option "mute" icon is not seen. Hence providing bisect information for Mute button not seen.

Good Build: 66.0.3325.31

M65 Stable promotion is coming VERY soon. Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix and request a merge  into the release branch ASAP. Thank you.

Mute button not seen is WAI (see  crbug.com/785406 ). Speech Synthesis audio being audible on muted tabs is a known issue and not a stable blocker. Thanks!
