SVG with path with a steep line slope distorts on width <= 696px

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.140 Safari/537.36

Example URL:
http://www.utoledo.edu/images/bug-report/bug.svg

Steps to reproduce the problem:
1. Resize the browser window while on provided url to svg (bypassing any possible html issues) from > 696px to < 696px
2. See the peaks of waveform distort to a large degree 
3. 

What is the expected behavior?
Resize without distortion

What went wrong?
Steep peaks of waveform distort to a large degree

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 64.0.3282.140  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 28.0 r0

Works in firefox, edge, ie11.  Also works in Chrome on my Nexus 5x at smaller size.  Also verified that it does not work in Canary.

Issue with tight corners/high curvature in GPU rasterized paths. Problem started when GPU raster was enabled.
The file, for posterity, with the width forced to 400px so that you don't have to change the browser size.

I don't this we have a good lead on what's happening here...labeling for the Ganesh queue for analysis and ideas as there is time.
