Able to reproduce this issue on reported version 64.0.3282.168, on latest beta 65.0.3325.73 and on latest canary 66.0.3349.0 using Windows 10, Mac 10.13.3, Ubuntu 14.04 with JSFiddle given in comment#0. This issue is seen from M60. Attaching video for reference. Hence considering this issue as Non-Regression and marking as Untriaged. Thanks!

I get different behavior, where if you toggle the "image" off then expand the text by hovering, the black remains and covers the text. We've got some invalidation issue here. It's also the case that hiding the image does not always resize the area, particularly if the hover transition is still occuring. |
