The suspected cl is reverted in https://chromium-review.googlesource.com/961264 but the regression isn't resolved after the revert.

ulan@ please feel free to reassign it back to me if you still think that I am the proper owner.

I am closing this because the CL was reverted and because there were big regressions afterwards that make this on non-actionable.
