What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://quota-internals/. 
(2) Now try to get tab focus on the list of folders and observe.

Actual: Unable to get focus on list of folders using tab.
Expected: Should be able to get focus on list of folders link using tab.

This is a non-regression issue, seen from M-61 build #61.0.3113.0.

1. Issue is also seen on Stable(build #64.0.3282.168), Beta(build #65.0.3325.73), Canary(build #66.0.3348.0)
