[DevTools] Unwanted space is seen in tooltip of 'Learn More' link.

OS: Windows (7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.4), Linux(14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, open NTP and open Dev tools window on it.
(2) Navigate to 'Source' section and hover mouse on 'Learn More' link and observe tooltip.

Actual: Unwanted space is seen tooltip of 'Learn More' link.

Expected: No such a extra space should seen.

This is a non-regression issue, seen from 'M65'series.

NOTE: This issue is also reproducible on M-65 beta (build #65.0.3325.73) and M-66 Canary (build #66.0.3348.0).

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.
