What steps will reproduce the problem?
(1)Launch chrome and navigate to https://chrome.google.com/webstore/category/
(2)Right click and select 'translate to English' option, click on 'options' from translate bubble.
(3)Click on change languages > select 'French' as translation language and click on translate button.

Actual: Blue patch is seen after changing language to french from translate bubble.

Expected: No such blue patch should be seen after changing language to french from translate bubble.

This is a Non-regression issue seen from 'M60' series i.e 60.0.3072.0 

Note: Issue is also seen on M64 Stable (build #64.0.3282.168),M65 Beta(build #65.0.3325.73)and M66 Canary(build #66.0.3348.0).
