Tooltip text for 'x' button does not appear on mouse hover for translate bubble

Chrome Version: 66.0.3346.8 (Official Build) Revision c7acb5325614d652d9dd02cca2bfb0c481ac6dfd-refs/branch-heads/3346@{#13}(32/64 bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1) Launch chrome, navigate to https://mail.ru(Translate bubble appears). 
(2) Now try to mouse hover over the 'x' button on the bubble.

Actual: Tooltip text for 'x' button does not appear on mouse hover.
Expected: Tooltip text for 'x' button should appear as 'close' on mouse hover.

This is a non-regression issue, seen from M-65 build #65.0.3296.0.
  
NOTE: 
1. Issue is also seen on Beta(build #65.0.3325.73), Canary(build #66.0.3348.0)
2. This issue is not seen on Mac(10.12.6, 10.13.1, 10.13.4).
3. In Linux(14.04 LTS)OS the 'close' tooltip text appears when mouse is hovered over the 'x' button of the translate bubble.

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.
