System notification not deleted after removing offline site

From "Settings > About Chrome"
Application version:66.0.3347.3
Operating system:s7

Steps to reproduce:
(1)download any url (make offline page copy) and don't delete any system notifications (if download was complete, you will have "Download complete")
(2)go into downloads
(3)delete downloaded site

Expected result:
system notification related to site offline copy is deleted

Actual result:
system notification stays in system

I think this is WAI.  The download complete notification is meant to convey the event finished.  I don't think we update based on what happens for either downloads or offline pages.

+dimich@ and +aboss@ so we can discuss if we want to change the current behavior.  Closing out for now, but Dmitry/Amanda feel free to reopen if you want to revisit!
