What steps will reproduce the problem?
(1)Recover build>> In Sign-in screen, Click on More options and then on Enterprise enrollment
(2)In Enterprise enrollment screen keep tabbing and observe

Actual: While tabbing focus is not traversing to the Learn More link every time
Expected: Focus should traverse to the Learn More link each time when tabbed

This is a Regression issue as same is working fine on M62

NOTE: Issue is not seen on Windows and Linux
      Issue is seen on M63 and M64 stable and M66 dev also
