Issue descriptionChrome Version: 66.0.3346.8 Revision c7acb5325614d652d9dd02cca2bfb0c481ac6dfd-refs/branch-heads/3346@{#13}(32/64 bit) OS: Windows (7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.4), Linux(14.04 LTS) Pre-condition: Create Three users in browser. What steps will reproduce the problem? (1) Launch chrome, keep open two person and open NTP. (2) Right click on thumbnail and select option open link as, select person 1 or 2. (3) Observe while opening into person. Actual: Unwanted extra NTP is open while opening link from one person to another. Expected: No such extra NTP should open while opening link into another person. This is a non-regression issue, seen from 'M60'(#60.0.3072.0) NOTE: This issue is also reproducible on M-64 Stable (build # 64.0.3282.168),M-65 beta (build #65.0.3325.73) and M-66 Canary (build #66.0.3348.0).
