Web app install banner decide to not install the PWA

Issue description

Steps to reproduce the problem:
1. when banner of PWA is show 
2. Click deny for installation
3. 

What is the expected behavior?

What went wrong?
Have total control of show or not show the banner, and when the user decides of not install, have the control to re-show the banner.

Did this work before? N/A

Could you please help us with sample file or web app where you're seeing this issue and details of your device and if possible attach a screencast for triaging of the issue.

The issue is a request for a new feature, for implements full controllable popup for the request to install on home. Actually when we select no in the popup the logic tho "re-show" the popup is demand only to chrome and is not configurable.

Good news: we are working on this. I'll close this bug since we have other tracking bugs for it.

You can try out the "Experimental App Banners" feature in chrome://flags to see how it works, but in a nutshell:

 - you have to catch the beforeinstallprompt event.
 - you have to call the prompt() method on the event with a user gesture (i.e. get the user to tap an install link after the event fires)
 - if the user denies, the event will be resent so you can fire again if the user taps the install link again.
