Sprite Background is rendered as black

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36

Steps to reproduce the problem:
1. Go to this pen https://codepen.io/anon/pen/oEGMQO

What is the expected behavior?
Bacckground should render from image

What went wrong?
Background is rendering as black

Did this work before? Yes Version 64.0.3282.140

Does this work in other browsers? Yes

Chrome version: 64.0.3282.167  Channel: stable
OS Version: 10.0
Flash Version: 

Chrome version Version 64.0.3282.167 (Official Build) (64-bit) on Ubuntu is working fine. This seems to only affect Windows. Not yet tested on iOs.

Not sure what's going on but will bisect.

Related/dupe of issue 780406? (Seeing that there's a "large" background-position and the image is 30k wide.)
