OS: Windows(7,8,8.1,10), Mac(10.12.6, 10.13.1,10.13.4) and Linux(14.04 LTS).

Pre-condition: 
1. Enable flag "omnibox-ui-show-suggestion-favicons" from chrome:/flags.
2. Navigate to any website Eg: www.yahoo.com

What steps will reproduce the problem?
1. Launch Chrome browser and type letter 'h' in omnibox.
2. Now type letter 'o' in omnibox and observe the favicon icon of yahoo in suggestion list.

Actual: Yahoo Favicon icon shifts downward and then disappear.
Expected: Yahoo Favicon icon should disappear immediately on typing letter 'o' in omnibox (and fav icon should not shift downward).

This is a non-regression issue, seen from M-62 series as "omnibox-ui-show-suggestion-favicons" flag is introduced from build # 62.0.3196.0

NOTE: This issue is also reproducible on M-64 Stable (build # 64.0.3282.168) and M-65 Beta (build #65.0.3325.73)
