Unnecessarily two mouse pointers are seen while dragging 'Splitter' line to RHS in chrome://bookmarks/ page.

Issue description

Chrome Version: 66.0.3346.8 (Official Build) Revisionc7acb5325614d652d9dd02cca2bfb0c481ac6dfd-refs/branch-heads/3346@{#13} (32/64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1,10.13.4)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://bookmarks/
(2) Now try to drag 'Splitter' line to RHS and observe mouse pointer

Actual: Unnecessarily two mouse pointers(Bidirectional and arrow) are seen while dragging 'Splitter' line to RHS
Expected: Unnecessarily two mouse pointers(Bidirectional and arrow) should not be seen while dragging 'Splitter' line to RHS

This is a Non-regression issue seen from M60 series build #60.0.3072.0

Note: Issue is also seen on M-64 Stable(build #	64.0.3282.168),Beta (build # 65.0.3325.73) and M-66 Canary (build #66.0.3347.0)
