Internal link does not work in Android WebView.

Issue descriptionSteps to reproduce the problem: 1. use webView.loadData for Android WebView. 2. HTML include internal link like <a href="#section1">section1</a>. 3. tap internal link. 4. does not move to <h3 id="section1">section1</h3> What is the expected behavior? move to <h3 id="section1">section1</h3> What went wrong? does not move to <h3 id="section1">section1</h3> Did this work before? Yes 58.0.3029.83 or later Chrome version: 63.0.3239.132 Channel: n/a OS Version: 8.1.0 Flash Version: When I use webView.loadUrl, internal link works well. But use webView.loadData for same HTML, it doesn't work. And in Chrome version 58.0.3029.83 and using webView.loadData, it works well.

Could you please update Chrome or WebView to latest version #64.0.3282.137 and check if you still face the issue? If so help us with the details of your device and a sample file where you're seeing this issue? Thanks!!

I have mistaken. Chrome version of my device is 64.0.3282.137, not 63.0.3239.132. So, I face this issue on version #64.0.3282.137.
