Stylus not available after updating to 65 Beta - Samsung Chromebook Pro

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10323.30.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.65 Safari/537.36
Platform: 10323.30.0 (Official Build) beta-channel caroline

Steps to reproduce the problem:
1. Update to v 65 Beta

What is the expected behavior?

What went wrong?
After update, the stylus menu has disappeared from the shelf. Removing the stylus no longer causes the menu to pop up, and touching the screen with the stylus does not register a touch. The stylus menu can be forced with a flag, and it will pop up when the stylus is removed, but touch is still not registered.

Did this work before? Yes 64

Chrome version: 65.0.3325.65  Channel: beta
OS Version: 10323.30.0

Note: I changed back to stable and powerwashed and verified that the stylus does again work on v 64, so it is not a hardware issue.

@sammiequon, can you look into this? I'm wondering if it's related to the changes for Eve to not show the stylus menu until it is detected.

User reports touch not registering, so it seems like something more than just the stylus menu.

I do have the stylus setting in settings and icon on shelf on caroline V65.

To add but maybe should be a separate issue.

The onscreen keyboard doesn't show up at all in any text fields, including this site.

Even with Accessibility settings set to use onscreen keyboard.

Stylus works in an Android app like Squid but not in Android Keep.

As i check on Caroline device on 65.0.3325.107 / 10323.46.0 build.

I could see the stylus menu and also the virtual keyboard.

Onscreen keyboard issue in comment 7 magically fixed itself, or the Google elves did something.

Rebooted several times, testing Message Center issues, and after the last one, the keyboard showed up again.
This issue may be resolved. I updated from 64 to 65.0.3325.107 this morning, and have no issues with the stylus. The menu appears, pops up when the stylus is used, and the screen registers the stylus touch in Chrome and Android.
Can we confirm on our end if this is resolved?

This bug is marked as blocking 65 stable, which is going to try to promote next week.

I couldn't repro back then, or now either, but it looks resolved from #10.
