Views-login should revert to webui login if login crashes. If there is some unusual system configuration that is causing consistent login crashes we do not want to lock the user out of their account.

- it looks like session_manager will at some point start chrome with --safe-mode, don't show views login if it is present
- add UMA stat so we know how often we revert to webui login
