This alert fired because chromium-try-flakes filed sixteen bugs in 23 hours, instead of 15.

This alert is not useful. If we want to have an alert fire when chromium-try-flakes runs amok and files too many issues, then the delta interval needs to be significantly less than 24 hours. If we simply want to prevent it from filing more than 15 bugs per day, that needs to be enforced server-side.

As it stands, this alert is not actionable by the trooper, and therefore should not page the trooper.
