Wrong scrollbar position

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36

Steps to reproduce the problem:
Check this jsbin please : https://jsbin.com/larofuy/edit?html,css,output

1. Open a popup using position fixed and force a scrollbar.
2. Open a child popup using using position fixed too with a greater z-index value.
3. The scrollbar from the first popup is not hided by the second popup body.

What is the expected behavior?
The scrollbar from the first popup is hided by the second popup body.

What went wrong?
Scrollbar position

Does this work in other browsers? Yes

Chrome version: 64.0.3282.167  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Hi, Could you provide a video of the expected and observed behaviour? I don't understand from the description seen here.

Upon navigating to the url provided https://jsbin.com/larofuy/edit?html,css,output shows an unsafe site. On proceeding to unsafe site shows all links and site doesn't render properly.

maksymdemidas@ - Could you please provide any other sample url/test file to test the issue from TE-end. Also please respond to comment #2.

This looks like a paint bug to me

Compositing, but yeah, it's on us. We get the hit test right, but not the painting.
