Drop down menu from lock icon runs across the page

Issue description

Chrome Version       : 64.0.3282.167
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
URLs (if applicable) :

What steps will reproduce the problem?
1. Open https://www.washingtonpost.com/
2. Click on lock icon
3. Drop down menu runs across the page

What is the expected result?
Menu drop straight down and does not move.

What happens instead of that?
Menu runs across the page.

Chrome drop down menu problem.
Drop down menu from the lock or info icon on the left hand side of Chrome’s address bar runs across the page.
Desktop computer with Windows 7 sp 1 64 bit and Chrome Version 64.0.3282.140 (Official Build) (64-bit).  I have Microsoft Security Essentials.  I have scanned with it and Malwarebytes and Super Antispyware and AdwareCleaner.  
Chrome clean up tool found nothing.  I have cleared the catch.  I have reset the browser.  I have backed up my bookmarks and uninstalled Chrome, including files and bookmarks, and reinstalled Chrome and imported the bookmarks back from the html file.  I have one and only one extension, AdBlock.  That is the only one I have ever had.  I remove all the ones that come with chrome.  
I did discover the behavior stops on the Washington Post site when there are no cookies at all in use.(see screen shot)  But I could not replicate this at other sites.  With no cookies the drop down menu displayed normally.  With cookies allowed it ran across the page. (screen shot)  I took the screen shot before it covered the cookie drop down menu.  But it keeps going and would have covered it.  There is also a file showing it run all the way.
It does not matter if AdBlock is on or off, the menu runs if cookies are allowed and it does not run if all cookies are removed.  If cookies are in use it runs across the page in incognito if they are not in use it does not run across page in incognito.
I thought I had a solution until I could not make this work any where else.  At Washington Post it runs very fast at other sites more slowly.  And at some sites not at all. 
My normal Cookie settings are Chrome default settings.  I allow Flash on some webcam sites.

Unable to reproduce the issue on Win-7 and Win-10 using chrome reported version #64.0.3282.167 and latest canary #66.0.3347.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.

1. Opened https://www.washingtonpost.com/
2. Clicked on lock icon
3. Menu dropped straight down and did not move as expected.

mpwideman@ - Could you please check the issue on latest canary #66.0.3347.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

I downloaded canary.  I removed the extensions and apps that came with it.  I could not remove the Web Store.
  
I typed in Washingtonpost.com in the address bar.  The drop down menu worked properly when no cookies were blocked, when third party cookies were blocked and when I imported my bookmarks to canary and went to the Washington Post site using my bookmark.  The drop down menu never ran across the page.

I’m not a developer though.  Is there a way to get regular chrome to work correctly.  I used Control Panel>Programs and Features to remove Chrome after saving the bookmarks to an html file.  Is there maybe a way to more completely remove every thing else. And then reinstall a new regular Chrome and import the bookmarks from the html file.  The bookmarks are working on canary and not causing the drop down menu to run across the page.

Unable to reproduce the issue on reported chrome version #64.0.3282.167 and on the latest canary #66.0.3347.0 using windows 10 and windows 7 with the below mentioned steps.
1. Launched Chrome
2. Clicked on secure chip->Clicked on cookies
We didn't see the drop down running across the page.

@mpwideman: It is understood from your comment#3 that the issue is not seen when removed extensions on chrome canary i.e., the drop down menu never ran across the page. Could you please clarify us on your statement "Is there a way to get regular chrome to work correctly" , does that mean the problem is still persistent with version #64.0.3282.167 ?. It would be highly helpful if provided with the info on the behaviour of version #64.0.3282.167 with no extensions and apps.

I see now that Chrome has updated.  I now have #64.0.3282.167.  I removed Comment 6 to say that I do have the latest version, not the version I had when I started this bug report.

The problem still persists on version #64.0.3282.167.  Nothing changed.  Actually, when I removed and reinstalled Chrome before I ever posted here, I had removed all extensions and apps.  That is the Chrome still on my computer and it has updated and it still has the bug.  The drop down menu from the lock icon still runs across the page.
  
Canary does not have the bug.  But Chrome version #64.0.3282.167 does still have the bug with no extensions and no apps other than Googles Web Store which I cannot remove.

I would like to solve the bug problem on version #64.0.3282.167 and use it.

Saved bookmarks to an HTML file.  Uninstalled Chrome again including browsing data using Windows 7 Control Panel>Programs and Features .  Installed Version 64.0.3282.167 (Official Build) (64-bit) again.  Removed all apps and extensions again. Imported bookmarks to new Chrome.  Bug is still there.  But it is not there when same bookmarks were imported to Canary.

I don’t think uninstall from Windows 7 Control Panel>Programs and Features is completely uninstalling Chrome and the bug is left behind somewhere and reappears in the new install.

How can I completely remove Chrome and see if that works?

I posted a response to this email at the bug report site, but never heard any more from anyone. Yes it is still happening on version  #64.0.3282.167.

 

I completely removed Chrome from my computer.  I manually removed all Chrome files left behind after uninstall.  Still new install with no enhancements and no apps has the same behavior; the “View site information” drop down menu runs across the page on several websites. I imported the same bookmarks to canary and it does not happen.

@Reporter: Thanks for your update on the behaviour of chrome stable version 64.0.3282.167.

ET chrome team is able to view normal behaviour without any issues after clicking on secure chip -> cookies i.e., no pop-up is running across then page.

As ET team is unable to reproduce the issue from our end, adding label TE-NeedsTriageHelp and requesting some one from UI>Browser team to have a look into this and help in further triaging the issue.

Thank you.  Something must stay on my computer.  I have tried all I know to get all of Chrome removed so I can have a clean reinstall.  A lot of websites have this behavior on Chrome.  The “View site information” box expands more on some then on others.  Some start to move after the box has been open several seconds. It’s like the website keeps loading stuff and this gets the box started.

Another update to Version 64.0.3282.186 (Official Build) (64-bit).  Problem with expanding “View site informstion” box is worse, now happening at more sites and webcams I used to watch now do not work.
Another update to Chrome Version 65.0.3325.146 (Official Build) (64-bit).  The “View site information” box that drops down from the icon at the far left of the address bar still is expanding across the page to the right on many websites. It happens with lock and info icon.
It happens at varying speeds.  Some sites it starts and runs quickly and at others there is a delayed start and the box jerks larger and larger.  There are some sites where it functions correctly, drops down and does not move at all.
The bug happens in “incognito” window just like regular chrome.  It does not happen in Canary.  
I have completely removed Chrome, including registry keys.  As in this video: (https://www.youtube.com/watch?v=gUnNS7NbCn0) 
But on reinstall the bug continues.  I don’t know what else to do.  It seems related to cookies loading.

Version 66.0.3359.117 (Official Build) (64-bit) has fixed this bug.  Drop down site settings menu no longer runs across the page.
