mp4 stopped working after upgrade from Version 63.0.3239.132 (Official Build) (64-bit) to Version 64.0.3282.167 (Official Build) (64-bit)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.167 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. open attached file in the latest version of chrome
2. 
3. 

What is the expected behavior?
mp4 should be able to play

What went wrong?
was able to drag file into browser Version 63.0.3239.132 and file would play.   now dragging into Version 64.0.3282.167 (Official Build) (64-bit) gets the following error: "Canceled" on status of the network tab of developer console.

Is it a problem with Flash or HTML5? N/A

Does this work in other browsers? N/A

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Contents of chrome://gpu: 

file played in previous versions of chrome and still plays in IE, Firefox and Opera.

Stream throughs lots of errors:

These errors lead to significant a/v sync drift (in old versions), Chrome 64+ just doesn't silently drop bad packets anymore. You'll want to re-encode the audio track for this clip.
