What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on "Let's go" > In 'Connect to Network' screen Connect to any Wi-Fi network 
(2)Now in EULA screen press 'Tab' button until focus reaches to 'System security setting'
(3)Click on 'Enter' from keyboard to open 'System security setting' overlay -> Now  again press 'Tab' button and observe focus traverses in Background page
(Please refer Video) 


Expected: Focus should not traverse in Background page after 'System security setting' overlay is opened
Actual: Instead Tab focus traverses in Background page

This is Non-Regression Issue seen from M-62
