Non-Regression : 'Play store' is not available for one User in Multiple sign-in User

Issue description

Chrome Version: 64.0.3282.167/10176.72.0  Stable-channel Daisy,Kip and Reks
OS: Chrome

What steps will reproduce the problem?
1)Sign in to user (Ex: 'A' account)-> Enable Play store -> after play store is synced click on 'Sign out' at Uber Tray ->Now sign in to another user (Ex: 'B' account) Enable Play store 
(2)After play store is synced, go to Uber tray ->click on user I'd and select 'Sign in to another user...' option for Multiple sign-in (Now enter password for 'A' account)
(3)Now observe in 'A' account 'Play store' is not seen and on
9ly  for 'B' Account 'Play store' is available
(Please refer Video)

Expected:  'Play store' should be available for both accounts in Multi user mode
Actual: Instead 'Play store' is not available for one User

This is Non-regression Issue seen from M-62

Actually this is exactly WAI, we support Play Store for the primary user only in case multi-user case due the platform limitation and fact that we use only one container.
