What steps will reproduce the problem?
1)1)Sign into user ->Open Play store -> 'Google Play Terms of Service' window is seen -> click on 'Agree' button
(2)Now 'Setting up Google Play' window is seen with 'This may take a minute or so...' text -> observe after few seconds  'By using Google Play you agree to the Google play terms of service' overlay' is seen missing instead

Expected: 'By using Google Play you agree to the Google play terms of service' overlay should be seen with 'Accept' and 'Decline' buttons
Actual: Instead 'By using Google Play you agree to the Google play terms of service' overlay is seen missing

Note : Issue is working fine in M-63, M-64

This is Regression Issue as same is working fine in  65.0.3325.67/10323.31.0 dev-channel Reks
